James Monroe Milligan III

James Monroe Milligan III was born September 25, 1915 to the late James II and Sarah Milligan in Sherman, Texas. He attended Fred Douglas High School in Sherman, Texas and went on the Prairie View A&M College where he received his Bachelor of Science degree in Industrial Education.
